Why no Irish casino has an Irish licence yet

The Gambling Regulatory Authority of Ireland opened its first licensing window on 1 July 2026, for remote betting. In person betting follows on 1 December 2026. Online casino and gaming licences sit in a later phase that is not expected to open before 2027.

Read that again, because the consequence is easy to miss.

Every casino offering you free spins in Ireland right now is licensed elsewhere. Usually Malta, sometimes Curaçao. Those are real regulators with real rules, and a Malta licence is a meaningful thing. What they are not is Irish, and that gap has three practical effects.

The National Gambling Exclusion Register, the central self exclusion scheme that will block a person across every licensed Irish site, does not reach an operator that holds no Irish licence. If you self exclude, it will not stop a sign up somewhere offshore.

The credit card ban that took effect on 5 February 2026, which also covers credit facilities and e-money loaded from a credit card, binds the operators the Authority licenses. Today those are betting operators. It does not yet bite on casino sites.

And if a withdrawal goes wrong, your complaint goes to the regulator that issued the licence, on that regulator’s timetable, in that regulator’s language.

What Irish law already changed about bonuses

The Gambling Regulation Act 2024 draws a line that most bonus pages ignore. An operator may advertise a promotion to the public. It may not aim an inducement at you personally.

That is the difference between a no deposit offer sitting on a public page, which is allowed, and an email landing three days after you lost a deposit saying here are twenty spins, come back, which is not. The Authority’s own guidance is blunt about it: a gambling website must not offer a person any form of targeted inducement to gamble or to keep gambling.

If you get one of those messages, it is a signal about the operator, not a favour.

Two other pieces of the Act are worth carrying with you. The minimum age is 18, and the Act defines anyone under 18 as a child, so there is no grey area and no local variation. And once the advertising provisions are fully commenced, gambling ads are off television and radio between 05:30 and 21:00.

Claiming one

Register, verify your identity, and the bonus either lands on its own or unlocks with a code. Verification is not optional and it is not a delay tactic. No casino will pay out to an unverified account, so doing it on day one saves an argument on the day you win.

If a site credits free spins before it has verified anything about you, treat that as a flag rather than a perk.

The terms that decide whether you keep anything

Five clauses do all the work. The rest is decoration.

  • Wagering: You have to bet the bonus a set number of times before the winnings convert. Take €10 in bonus credit at 20x. You need €200 of bets through the account before a withdrawal is possible. On a no deposit offer the multiple normally applies to the bonus alone, which is gentler than a deposit match where it can apply to the bonus and your own money together.
  • The withdrawal cap: This is the clause that catches people. Win €400 on your free spins with a €50 cap and you take €50. The other €350 was never yours. Find this number before you find the spin count.
  • Game weighting: Slots and keno usually count 100% towards wagering. Blackjack and poker often count a fraction, from about 2%. Live dealer tables frequently count nothing at all. Clearing a bonus at a live table can mean betting several times what you expected, or making no progress whatsoever.
  • Expiry: Twenty four hours to seven days is the usual window on no deposit spins in Ireland, and it runs from the moment the bonus is credited, not from when you get around to using it.
  • The code: Some offers need one entered at sign up and cannot be applied afterwards. If the code on a page is not one you can use from an Irish account, the offer is not for you.

Paying in afterwards

The free part ends quickly.
