April 2022 made history on the Ontario casinos landscape – it was the month when Bill C-218 was enacted into law, making it possible for each Canada province to create its own regulated casino and sports betting market. Ontario was the first province to scoop up the opportunity.

Now, two years later, the verdict is in. While many were sceptical when the new regulations came in, it would appear that a regulated market is exactly what Ontario players were waiting for, as a new study commissioned by the Alcohol and Gaming Commission of Ontario (AGCO) in conjunction with iGaming Ontario revealed that the vast majority Canadian gamblers choose to play on regulated sites.

The transition to a regulated market has translated into a number of benefits, with low deposit casinos Ontario able to obtain a license that allows them to operate freely while also significantly contributing to job creation across the province.

The study, which was conducted in February 2024, confirmed that 86.4% of Ontarians who gambled at online casinos Canada during the preceding three months used regulated sites. 12 000 Jobs created in Ontario Since Regulation

A pleasing side effect of the success of the market has been the creation of a significant number of new jobs within the gambling sector. A report published by research company Deloitte & Touche in June 2023 found that the province’s regulated igaming market was sustaining more than 12,000 full time jobs, contributing nearly $1,6 billion to the Gross Domestic Product (GDP) of Ontario.

The report, titled Economic Contributions of Ontario’s Regulated iGaming Market, focused specifically on the economic benefits that the decision to open the market for regulated companies brought with it. The figures predicted a growth of up to 22,000 full-time jobs, $4,7 billion in GDP and more than $2.1 billion in government revenue within eight years.

Dave Forestell, who at the time was Chair of iGaming Ontario, reiterated that such figures proved that “the newly regulated igaming market in Ontario is delivering real benefits to every resident of Ontario, whether they play or not”, describing the iGaming industry as a real economic driver.

Ontario Regulator Suspends Betting on Boxing Matches

There’s no betting on boxing matches in Ontario, according to the regulator, the Alcohol and Gaming Commission of Ontario (AGCO). It believes World Boxing Association (WBA)-sanctioned matches are too open to manipulation. The Canadian Press reports that the province worries about the risks of match-fixing and insider betting on these boxing matches. As a result, AGCO has asked all registered gaming operators, among them the best online casinos, to stop accepting wagers on WBA events till further notice. 

But what has formed this decision?  AGCO says they have reviewed the bets on a title fight between Yoenis Tellez and Livan Navarro held in Florida in December and identified suspicious patterns. An Ontario-registered iGaming operator and two independent integrity monitors detected suspicious bet patterns.  

Some media reports allege that Tellez’s manager had placed a $110,000 bet that the match would last longer than 5 1/2 rounds. 

While AGCO concluded that WBA events don’t meet the Registrar’s Standards for Internet Gaming, they’ve left room to reinstate the events should the regulated operators and online casinos demonstrate the WBA effectively supervises these events. 

Perhaps the WBA can borrow a leaf from the Ultimate Fighting Championship (UFC). In December last year, AGCO had asked operators to stop offering bets on UFC events over similar concerns. But the UFC moved with speed to implement new protocols and within a month of the sanction, AGCO had reinstated UFC betting in the province. So, if WBA works cooperatively with AGCO, the matter can be resolved just as quickly.  

“We don’t take this kind of action very often,” Registrar and CEO Karin Schnarr was quoted as telling media. 

”And so when we do, it really, I think [it] signals the seriousness of this kind of situation,” 

Schnarr said AGCO regulates and wants an open gaming market in the province where gamers can trust that the sports games offered by the registered operators are fair for betting. 

But will AGCO also take action against the National Basketball Association (NBA) like it did UFC and now WBA?  

The 30-team professional basketball league in North America has recently declared a lifetime ban for Jontay Porter, a former Toronto Raptors backup centre following an inquiry into gambling accusations. The investigation revealed that he shared confidential information with sports bettors, manipulating his participation in games for betting reasons, and placing bets on NBA matches. These actions breached league regulations. 

In a follow-up statement to the event, Schnarr acknowledged the action taken by the NBA, saying the prompt and decisive action on a serious case of alleged insider betting and match-fixing demonstrated how seriously they take matters related to game integrity. 

Schnarr, who is a Laurier Associate Professor, insists that all the registered operators in Ontario must ensure the games they provide are effectively supervised by a sports governing body. These sports bodies have to have and enforce codes of conduct prohibiting betting by insiders.  

On the current ban on WBA-sanctioned boxing matches, she said the action by the NBA sharply contrasts those by the WBA, as the latter’s Code of Ethics does not explicitly prohibit betting by insiders. She also added that no evidence demonstrates any effort to curb such fraudulent incidents in the boxing match. WBA has made no effort to the required action concerning the Yoenis Tellez and Livan Navarro fight betting incidents.

New Zealand Banks Introduce Credit Card Blocks to Mitigate Gambling

New Zealand financial institution Westpac has introduced a new system to help gambling addiction. Their new online banking account can block debit and credit cards for gambling payments. 

“By introducing the gambling block, we’re empowering our customers to stay in control of their finances,” Louisa Brock, Westpac NZ Manager of Financial Inclusion and Vulnerability reportedly told media. “ We know gambling can become an addiction for some people, at which point it can cause significant harm.”    

Ms Brock, who leads the bank’s Extra Care team, says customers have been asking for this optional block.  

Well, how does this Westpac account block work? 

Westpac customers can request a gambling block by calling the bank or visiting the nearest branch to apply the block to all their credit/debit cards. The block stops any online transaction with gambling businesses. And it stays in place for at least three months before you can request the bank to remove it 

However, brick-and-mortar players are excluded from this feature. The company targets online transactions, so the block won’t stop transactions at physical locations like a casino or retail outfit selling a lottery ticket.  

While supporting their move to only offer gambling blocks for NZ online casinos and gambling platforms, Westpac says its customers spent $136.8 million between 26 June and 25 September 2023 on online gambling. That’s over 40 times what their customers spent at physical gambling locations, which stands at $3.2m, over the same period.  

Also, an interesting stat is that nearly $68.4 million of the money spent online went to TAB and Lotto, and the remainder spread across various online gambling platforms.  

“Our data shows that the majority of gambling spending does take place online.” Ms Brock says. “We’ve updated our website to let customers know that the block’s available if they’re looking for support with a gambling problem.”  

In explaining how account blocks can help, she recounted a story of a customer, who had received an inheritance payment exceeding $100,000. The customer proceeded to gamble more than $15,000 online in 12 days. Ms. Brock states that when the customer was informed about the option of implementing an account block to assist in managing their spending, they eagerly embraced the opportunity.  

This customer conveyed to the team at Westpac that they were eager to cease gambling but found it challenging to do so independently.  

According to data on responsible gambling from Te Whatu Ora, the government organization tasked with promoting health and wellness among New Zealanders, an estimated 186,000 individuals experience gambling-related harm in the country. 

Brock emphasizes the courage required to acknowledge one’s gambling problem. She mentioned that Westpac has trained its customer-facing staff to engage in constructive dialogues with customers. Such customers experiencing gambling difficulties can quickly be identified and assisted in structuring their accounts to control gambling expenditures.  

GambleAware Reports Over 100,000 People using its self-assessment tool

In other news, the latest data shows GambleAware initiatives are successfully working. More people are using the tools to prevent gambling-related harm. 

GambleAware says in its report that more than 100,000 individuals have used its online self-assessment tool since its launch in April 2023. Among them, approximately 28,000 sought further support from trained advisors, indicating a substantial demand for assistance in managing gambling-related issues. 

GambleAware is an independent charity aimed at preventing gambling harm through research, and development of prevention tools and treatment services across the UK. It recently rebuffed its campaign to help more people open up, with the slogan ‘Let’s Open Up About Gambling!’  

Through its coordinated efforts to cut barriers to accessing support and treatment services, over 50% of those affected are taking proactive steps to prevent gambling harm. To keep up with the growing numbers, the charity has trained more than 8,000 professionals drawn from other sectors to be part of the team to identify signs of gambling harm. 

The report further says there has been a notable increase in individuals accessing support through the GambleAware-commissioned National Gambling Support Network (NGSN). Precisely, there’s a 20% rise in people receiving extended early intervention support.  

The GambleAware-commissioned National Gambling Helpline has also seen an increase in calls it receives. The uptake of prevention initiatives corresponds with the surge in the number of new online casinos and the gaming industry’s revenues. With more people engaging in betting activities,  there’s an urgency to address gambling harms within society as demonstrated by the growing demand for assistance.  

Zoë Osmond, CEO of GambleAware, stressed the critical role of third-sector services in addressing gambling harms, advocating for a comprehensive prevention-led approach. 

While explaining the increase in demand for assistance, GambleAware credited its stigma campaign, ‘Let’s Open Up About Gambling,’ for playing a significant role in reducing barriers to accessing support and promoting prevention efforts. 

With more than half of the target audience responding by taking proactive steps to address gambling-related concerns, Alexia Clifford, Chief Communications Officer at GambleAware, highlighted the positive impact of the campaign.  

Laura Mallis, Project Coordinator for Citizens Advice Scotland Gambling Support Service, on her part, expressed gratitude for the partnership with GambleAware. She emphasized the transformative impact of training and upskilling advisers and volunteers to recognize and address gambling harms effectively.

South African Political Party Announces Online Gambling Bill Ahead of Election

The Democratic Alliance (DA) believes the ANC has failed to provide adequate protection and regulation within the online gambling industry. In response, through its MP Dean Macpherson, the party has officially introduced its Remote Gambling Bill 2024 in Parliament. 

In a press release, the MP said the gambling bill has taken more than two years of consultation with industry experts. If successfully passed, the bill will revise the National Gambling Amendment Act 2008. 

The bill, which complies with the Financial Intelligence Centre Act (FICA) – the main Anti-Money Laundering (AML) law of South Africa, seeks to regulate the issuing of licenses by provincial authorities, control advertising, and protect minors and vulnerable persons. The legislator says the bill balances protection and regulation with administration. 

With the upcoming national and provincial elections potentially reducing the ANC’s majority, the DA sees an opportunity to pass legislation like the Remote Gambling Bill to address critical issues and protect vulnerable populations. 

UK Betting and Gaming Council Undergoes Restructure of Senior Leadership

The Betting and Gaming Council (BGC) announced Grainne Hurst as its new Chief Executive Officer, succeeding Michael Dugher, who in turn will replace outgoing board chair Brigid Simmonds. This is part of a broader restructuring of the lobby group’s senior leadership. 

“As I step back to become Chair of the BGC,” said Michael Dugher, “I am confident she will work well with our talented staff to make a decisive impact as our new CEO.” 

“Driving further progress on safer gambling, whilst ensuring that the tens of thousands of people who work in the industry continue to have their voices heard, will remain at the heart of everything we do,” added Dugher. 

According to Dugher, there is no one better than Grainne. So, her appointment was excellent news for BGC and its members. He noted that she had won a very tough, external recruitment process. She had demonstrated that she possessed mission-critical knowledge and experience in the regulated industry, both online and in the land-based sector. Additionally, Dugher highlighted Grainne’s strong vision for continued change and improvement at the BGC. 

Grainne is experienced in the regulated betting and gaming sector, currently working as the global betting brand Entain, Group Corporate Affairs Director. Her particular achievement in this role is leading the company’s engagement with the government and overseeing the development of a global safer gambling strategy. 

Grainne’s experience comes in handy in promoting responsible gambling and increasing diversity within the industry. With her leadership, the BGC aims to engage constructively with regulators and stakeholders as they continue to champion the industry employees and provide the best possible service to customers.  

Her appointment comes at a crucial time as the industry navigates regulatory changes and implements recommendations from the White Paper from a year ago. 

The BGC is a lobby group made up of more than 90 per cent of the UK’s regulated betting and gaming sector. Its member companies employ more than 110,000 workers, contribute £4.2 billion in tax revenue, and add £7.1 billion to the economy in gross value.  

Indonesian Government Moves to Eradicate Online Gambling Sites

In a decisive move against online gambling, the central government of Indonesia has announced the formation of a multi-agency task force. This task force aims to eradicate online gambling nationwide. 

The creation of this task force marks a significant step in the country’s ongoing battle against online gambling, an activity that remains entirely illegal across the nation. They want to remove all online casinos that are operating.  

The task force consists of representatives from various government agencies, including the Financial Services Authority (OJK), the Financial Transaction Reports and Analysis Centre (PPATK), and the police. 

Recent data from the Center for Financial Transaction Reports and Analysis (PPATK) revealed that the total circulation of money from online gambling in 2023 amounted to Rp327 trillion (approximately US$20.19 billion). Concerningly, there are many low-deposit casinos targeting individuals from low-income backgrounds. 

Mahendra Siregar, Chair of the Board of Commissioners of the Financial Services Authority (OJK), disclosed that the OJK has already blocked around 5,000 bank accounts associated with online gambling activities between late 2023 and March 2024. However, he acknowledged that merely eliminating sites and blocking bank accounts may not be sufficient to completely eradicate online gambling, as it is a transnational issue. 

Siregar called for comprehensive eradication efforts, considering that some online gambling activities occur across borders and may not involve bank accounts. He emphasized the importance of addressing the root problem to ensure effective solutions. 

The formation of the integrated task force reflects the government’s commitment to tackling the widespread issue of online gambling and protecting vulnerable individuals from its harmful effects.

It is made up of Powerhouse Capital, which has previously invested in tech-driven media brands like Fanduel and Wondery; HappyHour, which focuses on iGaming startups like Kero Sports and Livespins; and Courtside Ventures, which exclusively invests in sports, gaming and lifestyle verticals like The Athletic and StockX.

Meantime, Betty’s unique, female-centric approach has led other industry leaders to classify Betty as one of the best online casinos in Canada. In fact, this wasn’t the first time the brand benefitted from such funding, having previously raised a staggering $7 million.

The move aims at promoting safe online gambling practices and protecting players from problem gambling. The historic funding will be a three-year investment. 

But what does this new funding mean? First, the investment is a big boost for the Responsible Gambling Council (RGC), the organizers of the Discovery Conference. As the leading proponent of online gambling safety and consumer protection, RGC welcomed the news. It said this was a huge boost. Funds will support community outreach programs and education campaigns across Ontario. 

While accepting this new funding, the Council’s CEO, Shelley White, lauded the investment as a game-changer. She identified Ontario as a champion for responsible gambling. In her opinion, the commitment demonstrates Ontario is the Canadian leader in creating a strong, sustainable online gambling market. The move, she argued, promotes responsible play and minimizes the harm caused by problem gambling.  

White also acknowledged the unique risks that came with online gambling. But she pointed out that the funding would help provide the much-needed resources. Online Casino MintBet fined millions for violating responsible gambling measures in Australia

Down under in Australia, things are getting hotter for MintBet. The Victoria-licensed sportsbook is in trouble for repeated breaches of responsible gambling rules. The Victoria Gambling and Casino Control Commission (VGCCC) says due to this negligence, MintBet is to pay a fine of AU$150,000 (US$97,720). 

But what did it do exactly? 

The regulator accuses MintBet of allowing a customer to play for an extended period. The customer allegedly lost $31,149, spread across 327 bets, in a gambling spree that lasted approximately 50 hours. But top online casinos shouldn’t accept this. 

The customer clearly showed signs of distress related to problem gambling. The responsible gambling code of conduct requires bookmakers to suspend the account of such a customer. All operators have signed this code of conduct. However, according to the VGCCC, MintBet did not suspend the player. The operator only suspended the account when the user reported they were experiencing harm from their gambling. 

Scott May, Deputy CEO and Executive Director of Regulatory Operations of the VGCCC said online betting providers must stay vigilant. They should spot, stop, and address signs of customer distress, even if accepting bets online.  

“Neglecting responsible gambling obligations will face severe repercussions. We have zero tolerance for such breaches,” Scott May reportedly told media. 

MintBet has auto-check systems to ensure vulnerable individuals do not lose control of their gambling. However, it seems the systems were inadequate, which is also a further breach of the requirement of the operator’s code. Aside from paying the fine, MintBet must demonstrate improvements to meet the code of conduct. Until then, the sportsbook’s head is still in the noose, and the commission determines the course of further action. 

Thailand politicians vote in favour of legalizing gambling to boost economy

Thailand’s parliament has voted to adopt the special commission report on creating casino complexes. The vote ended in a resounding victory, with 253 votes in favour. The Pattaya Mail reports the commission report advocates for legalizing specific gambling forms like Thai boxing. 

This vote means the House of Representatives has endorsed the integration of specific forms of gambling. But not without caution, the commission warned. There are potential repercussions, such as addiction and crime. Also, gambling could challenge societal norms and values. 

Following a hotly contested vote, the proposal secured a resounding victory, with 253 votes in favour. Now the spotlight shifts to the government as the proposal progresses toward potential implementation.  

The commission has put forward a bill establishing a legal framework for complexes. A clause ensures that local communities benefit from employment opportunities and revenues from these complexes. The government is studying successful regulatory models in Singapore and the US for inspiration. According to the commission report, a portion of the revenue would be allocated to support responsible gambling. 

The plan includes multifaceted hubs featuring casinos, hotels, shopping malls, and amusement parks. The complexes require substantial investments, with the inaugural project slated for the Eastern Economic Corridor.  

While anticipation mounts for the bill’s enactment, there have been concerns voiced by civil networks. They have called for comprehensive deliberation on strategies to address potential social ramifications. As the proposal goes through the legislative processes, stakeholders remain agile, balancing economic prospects with societal well-being. 

The Thailand parliament are moving to legalize online gambling. Online casinos generate significant income, which can bring in revenue for the government. 

Ukrainian president to increase control over the online casino industry

Ukraine’s President Volodymyr Zelensky has directed the leaders of various Ukrainian agencies to analyze online casinos and their societal effects. These agencies include the Security Service of Ukraine, the State Service for Special Communications, the Ministry of Digital Transformation, and the National Security and Defense Council. 

This move follows a petition championed by Pavlo Petrychenko, a soldier from the 59th Brigade. The petition was on the website of the Office of the President. It only needed 25,000 votes for consideration but it received more than 26,000. 

Petrychenko advocates for a ban on gambling and online casino access for military personnel during martial law. He cited the propensity for addiction and financial distress among soldiers. 

It seems his proposal got the attention he needed and the president commented on it. This could mean tighter control over the online gambling industry to safeguard “societal interests” as the president put it. 

It’s particularly a serious concern with the ongoing Ukraine-Russia war. The petition alleges that Russian online casinos target Ukrainian players. If this is true, it increases concerns over data security and national security implications.  

Online gambling was prohibited in Ukraine until 2020, but since 2009 it has grown considerably. The government began regulating it in 2020 and it has become a significant source of revenue. However, there has been an increase in illegal gambling, and the authorities are taking steps. Top issues include tax evasion, money laundering, and regulatory enforcement challenges. The proposed measures to strengthen oversight could mean forbidding financial institutions from facilitating gambling-related transactions. 

Before the war, there were discussions to reform the Regulatory Commission on Gambling and Lotteries, the regulatory body responsible for issuing gambling licenses. However, the military mobilization during the conflict with Russia prompted delays. 

Ukraine has a right to fortify the integrity of its gambling sector and pave the way for a more responsible and resilient future. All the gambling community can do is wait to see what these preparations could mean. 

Singapore citizens getting criminal legal aid banned from gambling

Singapore has taken a different route when it comes to gambling. Citizens who are receiving criminal legal aid have been banned from gambling, effective from 1 April 2024. 

Under the new restrictions, legal aid recipients cannot visit casinos, jackpot rooms, or hold online gambling accounts with Singapore Pools. These rules apply to those benefiting from aid via the Public Defender’s Office or the Criminal Legal Aid Scheme by Pro Bono SG. These beneficiaries are, however, free to resume gambling after the conclusion of their case or cessation of aid. 

The Ministry of Law (MinLaw) says these measures are necessary to maintain recipients’ financial well-being and align with existing governmental approaches. These measures aim to balance access to justice with responsible financial conduct. They reflect on Singapore’s commitment to supporting vulnerable populations while ensuring fiscal prudence. 

According to the Straits Times, beneficiaries can only access gambling venues within two weeks after they no longer receive legal aid or when their case is concluded in court. Those who are currently under the two programs have already been informed, and future recipients will receive a notification upon aid approval. 

Criminal lawyers welcomed this move. We couldn’t agree more with the decision, too. Or is it justifiable for individuals to receive aid while potentially squandering limited resources? 

Swedish influencers under fire for promoting online casinos

Swedish influencers have in recent weeks come under fire for promoting online casinos. An investigation was carried out by Kulturnyheterna, the investigative arm of Sveriges Television AB (SVT). It found that eight out of ten prominent Twitch influencers in Sweden have been actively endorsing illicit casinos.  

Kulturnyheterna monitored several high-profile influencers for over six weeks and discovered they employ direct marketing antics. Their tricks included sharing links to unlicensed casinos and offering bonus incentives to their followers. What’s even more worrying is that such promotions target predominantly young male audiences born in the 1990s and 2000s, the investigation revealed.  

Linking to these types of sites has already been prohibited by the social network, but it appears the platform struggles to effectively enforce its own policies. 

Kulturnyheterna forwarded its findings to Spelinspektionen, Sweden’s gambling regulator. The report highlights Twitch’s role as a primary platform for such promotions. 

Spelinspektionen, empowered by recent amendments to gambling laws, has taken decisive action against illegal gambling operators.  

While the regulator has yet to comment on the investigation, it stresses that advertising unlicensed gambling is illegal under Swedish law, and violators face severe penalties. 

Similar actions have been seen in Norway, where the Gambling Authority imposed a blackout on gambling advertising on social media platforms, emphasizing a zero-tolerance stance towards online gambling promotion. 

These social media influencers are waiting to see what action Spelinspektionen and Twitch will take.  

Operators are required to submit quarterly returns to Great Britain’s Gambling Commission

The UK Gambling Commission (UKGC) now requires gambling operators in the United Kingdom to submit quarterly returns. They should do this within 28 days after the end of the quarterly period. The every three months demand is a revision of the previous once-per-year requirement. You can read the Regulatory returns guidance to find the affected licenses.   

The UKGC changes on regulatory returns follow its Autumn 2023 Consultation on Licence Conditions and Codes of Practice (LCCO) white paper. The discussion centred on calculating financial penalties and key financial event reporting.  

Not all respondents agreed to the new requirement, though. A majority, 49%, agreed with the proposal. They cited benefits such as timely insights into gambling harms and improved efficiency among licensees. However, about 36%, among them charitable lotteries, disagreed. They had concerns about increased administrative burden and financial strain. On their part, they said quarterly returns may not offer significant insights compared to annual reporting. Also, they raised concerns regarding missed deadlines and potential penalties.  

The Gambling Commission, however, defends its decision, arguing that quarterly returns are necessary. It said budgeting accuracy and a more comprehensive understanding of the gambling sector are at stake. What’s more, operators have up to 28 days after the close of the reporting period to provide the required information.  

The commission’s Director of Compliance, Mandy Gill, estimates that the commission received more than 3,000 submissions for the first consultation round. Financial risk checks – also known as affordability checks – were the most controversial topic. They have been hotly debated up and down the industry since the white paper’s publication. 

While acknowledging the administrative challenges raised, especially for lottery operators, the commission stood firm in its decision. It maintains a 28-day submission window, dismissing requests for 42 days.  

“Although we understand that some licensees advocated for a 42-day submission window, we have determined that 28 days is adequate for compiling and submitting quarterly data,” the commission stated. 

It’s difficult to understand why some have reservations about this quarterly reporting. They already have this data. Or could the UKGC have opted for the proposed 42-day window raised, most notably by lotteries?
