Austria Gears Up for Online Casino Shake-Up: What It Means for Players

Austria is on the cusp of a major shift in its online gambling landscape. A leaked draft law from the Finance Ministry suggests a move away from the current monopoly towards a more competitive market with multiple licensed providers. The big aim here is to pull players away from illegal sites and ensure everyone is playing with the best possible safety nets.

The Current Situation: A Monopoly Landscape

Right now, online gaming in Austria is pretty much a one-horse race, dominated by Win2Day, a subsidiary of Casinos Austria. They hold the sole license for lotteries and online games, and also run all the country’s land-based casinos. This proposed reform would change that significantly.

What’s Changing: More Licenses, Stricter Rules

While lotteries will remain under wraps, the door is set to open for an unlimited number of online casino operators. These licenses will initially be for five years, with an option to extend. However, it’s not a free-for-all. To even get a sniff at a license, operators will need to meet some hefty requirements. This includes settling outstanding court cases, paying back taxes, and holding a substantial €10 million in share capital. These high entry barriers mean that only the bigger players are likely to get a seat at the table, even with the uncapped license approach.

Player Protection Takes Centre Stage

This new framework is really putting player protection front and centre. Here’s what you can expect:

Weekly deposit limits: Players under 26 will be capped at €250 per week, while older players will have a €1,680 limit, unless they can prove they have more cash to splash.
Stake limits: You won’t be able to bet more than €2 per spin or game.
Win limits: Maximum winnings will be capped at €2,000.
Jackpots banned: Those tempting progressive jackpots will be a thing of the past.
Mandatory breaks: After 90 minutes of continuous play, you’ll have to take a 15-minute break.

Win2Day’s current license runs until 2027, and there’s a possibility of extensions if the new licensing process hits any snags. It might even be 2030 before an independent gambling authority is fully set up, meaning the Finance Ministry will be handling licenses in the interim. Despite some lingering “tricky points,” there’s a sense of cautious optimism that this reform represents a significant step forward for regulated online gaming in Austria.
