Finland’s New Responsible Gaming Measures: What It Means For You

Finland’s state-owned gambling operator, Veikkaus, is introducing a new way to look out for players, especially younger ones. Starting soon, they’re putting in “checkpoints” for how much money you might be losing. If you hit certain limits, they’ll proactively reach out to chat with you. This isn’t just a random change. It’s part of a bigger plan to keep up with how people gamble nowadays and to help prevent problems before they start.

Understanding the New Loss Limits

Here’s how the new system works, broken down by age group: For players aged 18 to 19, your first loss checkpoint is set at €4,000, with a yearly maximum loss cap of €8,000. If you’re between 20 and 24 years old, you’ll be contacted when your losses hit €8,000, and your annual limit is €24,000. For players aged 25 and over, the first checkpoint you’ll see is at €24,000. It’s important to know these limits mainly apply to online gambling. If you’re playing at Casino Helsinki on slot machines or table games, they have their own monitoring systems already in place.

What Happens When You Hit a Checkpoint?

If you reach one of these loss checkpoints, you’ll be guided to have a conversation with a Veikkaus specialist. They’ll talk with you about your gambling habits, following a specific plan. If you decide you want to keep playing, you and the specialist can agree on a new loss checkpoint. Susanna Saikkonen, Veikkaus’ Vice President of Sustainability, explained that these lower limits for younger players are because their financial situations and life experiences are still developing, which can sometimes mean higher risks with gambling. These limits are a safety net designed to help you gamble safely and in a controlled way, giving you the chance to keep an eye on your spending and take a break when you need it.

Proactive Support for Safer Gambling

Veikkaus is already making thousands of calls each year to offer support and sending out helpful messages through their services. These new checkpoints are an upgrade to that approach. They allow staff to step in right when your gambling activity is reaching a point where it might become problematic. The main goal is to spot any signs of harmful gaming more effectively and to provide early, preventative support, equipping players with the knowledge to understand and manage their gambling behavior.

Preparing for a Changing Market

This new individual care model is rolling out ahead of some big changes in Finland’s gambling regulations. Starting July 1, 2027, the country will move to a system where multiple licenses can be issued, opening the door for both businesses that offer gambling and those that provide services to them. While many companies are interested, some are waiting for more clarity on the exact rules regarding responsible gambling, self-exclusion, and these loss limits. Experts in the industry have pointed out that this uncertainty is making some potential operators pause. Veikkaus’ proactive steps with these age-specific limits and checkpoints put them ahead of the curve in responsible gaming. As Finland gets ready for a more competitive and licensed market, they are combining real-time monitoring, personalized support, and carefully considered loss thresholds to create a safer gambling environment. This also helps them prepare for the upcoming market shifts.
