The Betting and Gaming Council in Britain has undergone a major overhaul of its top leadership. This comes at a time when the sector is bracing for new reforms proposed in a governmental white paper. 

In a major development, Grainne Hurst has been named the new Chief Executive Officer. She previously served as Group Corporate Affairs Director at gambling giant Entain. Meanwhile, Michael Dugher, the current CEO, will transition to the role of Chair, replacing the outgoing Brigid Simmonds OBE.

Hurst joins her new position with a wealth of expertise and a remarkable history of accomplishments. Canadian Senators mull over Bill for sports betting advertising

It’s been just over two years since sports betting in the Great White North has become regulated, opening the doors to minimum bet sportsbook Canada sites. The June 2021 bill allowed provinces to offer single-game sports betting becoming law and the legal framework has been operating smoothly since then.  

But now, Canadian lawmakers appear to be worried about the effect that this may have had on Canadian players, as senators are calling for stricter regulation of sports betting advertising across the provinces. For now, this does not affect Canadian online casinos

The issue came up during a meeting of the Standing Senate Committee on Transport and Communications, while the committee was reviewing Bill S-269, the National Framework on Advertising for Sports Betting Act. The latter proposes a nationwide framework for advertising related to wagering on events, including sporting events. This includes minimum bet sportsbooks in Canada. 

Ontario Senator Marty Deacon, the sponsor of Bill S-269, was heard stating on a video that was broadcast live on social platform X by the official Senate of Canada account: “We have the privilege of a sober second thought. We have the opportunity to fix this.” 

If the bill goes through, the Minister of Canadian Heritage will be required under the new law to develop a national framework for sports betting advertising which would stipulate the manner in which such advertising is regulated. The goal would be to limit the number of such adverts and to restrict platforms and media where these can be seen.  

Taking a leaf out of similar UK legislation, the bill also requires the framework to limit or ban the sponsorship of athletes and celebrities promoting sports betting sites. This would have a big impact on minimum bet sportsbooks Canada.  

It’s worth noting that Ontario has already taken this latter step thanks to legislation by provincial regulators. 

Senator Deacon acknowledged the fact that the Alcohol and Gaming Commission of Ontario had already officially banned athletes and celebrities from any advertising activity related to gambling and betting. However, she lamented the “truck-size loophole” that allowed them to promote responsible gambling. 

Deacon is not alone in voicing her concerns, with other senators who had originally voted in favour of the bill to allow single-game sports betting now also appearing worried that they had expanded the reins of freedom too much. 

And some athletes also embrace this point of view. Former Olympian distance runner Bruce Kidd is one of them. Today, he’s a member of the Campaign to Ban Advertising for Gambling and regularly gives interviews lobbying for this to happen. Speaking on an episode of Mind Full, a CPA Podcast, Kidd stated that:  

“We want the Canadian parliament to ban adverts related to sports betting the way they did for adverts related to tobacco and cannabis. The research is very clear: it accentuates the problem. You won’t eliminate the problem if you remove ads for gambling, but you will reduce it.” 

Kidd was joined by Steve Joordens, a psychology professor representing the Canadian Psychological Association, who backed Kidd’s point of view, stating: “Gambling firms are weaponizing psychology to normalize wagering… Over 19 million Canadians have engaged in sports betting… those uninterested in gambling, especially youth, should not be exposed to such marketing.” 

This viewpoint, along with Bill S-269, is actually backed by the vast majority of Canadians. A recent survey held by Maru Public Opinion found that 75% of Canadians say there’s a need to protect youth and children from sports betting commercials/marketing, with 72% fearing that many young adults will go deep into debt with online sports betting now available.  

Moreover, 66% say sports betting commercials should not be allowed during live sports events and 59% believe a nationwide ban on sports betting commercials needs to be implemented right away. 

National framework for sports betting advertising to be considered in Canada

The proposed framework for regulating sports betting advertising would have a far-reaching impact if it passes successfully through the Commons. Measures could stop limiting celebrities and athletes from being in gambling or betting-related advertising, but could also go to the extreme of banning them altogether. This is where responsible gambling has become a big thing in Canada. 

The bill also makes provision for limiting the number of ads that can be played or shown in a given location, and/or not allowing broadcast ads at all. How likely is it to be made law? This remains to be seen. Although it has already passed the second reading in the Senate, it will eventually need to pass a third reading before going back to the House of Commons so that MPs can also debate it. 

Bill S-269, if enacted, includes provision for promoting intergovernmental cooperation on preventing gambling harm. It also advises the Canadian Radio-television and Telecommunications Commission (CRTC) to review its policies to reduce advertising-related harms, similar to the alcohol adverts restrictions that are already in place. 

Other senators are becoming increasingly more vocal in their support of Senator Murphy. In the most recent lobbying instance, Prince Edward Island Senator Percy Downe was reported by CBC as saying:  

“[For] most people watching these ads, they’re simply annoying. But for a number of people, they trigger addiction.” The comment was made while Downe was speaking to Island Morning host Mitch Cormier. 

Does the regulation of commercial gambling fall on provinces or the federal government?

The regulation of commercial gambling in Canada is the responsibility of the provinces and not the federal government. However, through Bill S-269, Senator Deacon is trying to at least encourage provincial governments to collaborate together on this issue.  

The national framework proposed by her bill would also identify ways to “promote the sharing of information related to preventing minors from engaging in harmful gambling activities”, while also laying down national standards for addiction prevention and diagnosis. 

However, despite the strong backing at public and senatorial level, there are challenges to turn it into law. The vast majority of successful bills that are made law in Canada start out within the elected House of Commons, rather than the Senate. Moreover, it still needs to receive the approval of the Transport and Communications Committee and receive a final full vote in the Senate before it can go before the House of Commons for debate. 

However, Deacon is adamant that her bill enjoys the full support of the government, which suggests that it may find it easier to navigate to the upper house of Canada’s Parliament. Whether it’s made law or not, one thing is definite – Deacon has triggered a strong interest among some federal lawmakers in Canada for the further regulation of advertising for sports betting. This means that, even if the bill doesn’t make it, we’re likely to be hearing a lot more about the issue in the future.

Complaints Against GambleAware For Alleged Funding From Casino Industry

Following allegations that GambleAware is taking donations from the casino industry, there are now questions over the charity’s ability to promote responsible gambling at UK online casinos. This has led to a compliance case against the organization. 

The complaint filed by The Good Law Project (GLP), an independent non-profit organization, accuses GambleAware of spreading false information about gambling-related harms and suicides, and of failing to fulfil its objectives of educating the masses about gambling-related harm. Expert gambling specialists Annie Ashton and Will Prochaska are among those who have joined the complaint.  

The chief executive of GambleAware, Zoe Osmond, strongly refuted the accusations made in the letter from the Good Law Project, describing it as both highly harmful and baseless. According to iGaming Business, Osmond said, “We are robustly independent of the gambling industry, having long called for further regulation on gambling advertising and for the implementation of a statutory funding system to hold the gambling industry to account” 

The Good Law Project Has Become Involved In The Case

Recently, the GLP complained to the Charity Commission about how GambleAware spreads information. It accuses GambleAware trustees of not meeting the charity’s objectives to offer adequate gambling harm education.  

The complaint asserted that GambleAware’s poor performance was due to its connections with the industry and reliance on industry funding. The main allegations in the complaints about GambleAware are: 

  1. There are claims that its trustees have neglected their responsibility to push forward its objectives, which include the public benefit education and prevention of betting dangers.

Betting on World Boxing Association Events Suspended in Ontario

According to the AGCO, WBA matches don’t have the measures to prohibit match-fixing and inside wagering. The commission reached this conclusion after conducting an extensive investigation into a title contest held between Yoenis Tellez and Livan Navarro in Florida in 2023.  

Based on intel from two independent integrity monitors, the contest had instances of suspicious betting activities, especially relating to the length of the match. The investigation also showed that WBA contests didn’t meet the required standards set by AGCO to feature as sports betting products. So, is this part of responsible gambling? 

The Reason for Suspending Wagers on WBA Events

According to a post on the AGCO website, the commission had begun investigations in December 2023 on claims of dubious betting activities during a WBA boxing match between Yoenis Tellez and Livan Navarro.  

The AGCO received reports from two registered independent integrity monitors regarding suspicious betting patterns on the contest running longer than 5.5 rounds. Interestingly, there were also claims that Tellez’s manager had wagered $110,000 on this particular outcome.  

The title clash eventually ended with a Tellez victory in the 10th round. During the investigations, the AGCO contacted the WBA, independent integrity monitors, Ontario-based sportsbook operators, and sports betting platforms in other provinces to determine whether WBA contests met the Standards for Internet Gaming.  

According to AGCO guidelines, online Canadian casinos and Minimum Bet Sportsbook Canada offering sport and event betting products must ensure that contests are supervised by sports governing bodies. In addition, these governing institutions must provide regulations restricting betting by insiders.  

Furthermore, integrity standards must exist to restrict match-fixing, cheat-at-play, and other illegal strategies that could affect the result of bets. At the end of the inquiries, the commission discovered that WBA events don’t meet these requirements.  

None of the operators contacted by the AGCO could prove that the WBA had measures to prevent managers, athletic trainers, athlete’s coaches, and other individuals privy to confidential information relating to matches from betting on boxing contests. The investigations also revealed that the WBA didn’t take any steps to investigate claims of match-fixing or insider wagering related to bouts.  

Reactions from the AGCO After the Suspension

Following the ban, AGCO mentioned it could still give a green light on betting on WBA events in Ontario if the association complies with regulatory standards against match-fixing and insider betting. According to a quote on the commission’s website, Dr. Karin Schnarr, Registrar and CEO of the AGCO, said:  

“Ontarians who wish to bet on sporting events need to be confident that those events are fairly run and that clear integrity safeguards are in place and enforced by an effective sport governing body. Knowing the popularity of boxing in Ontario, we look forward to reinstating betting on WBA events once appropriate safeguards against possible match-fixing and insider betting have been confirmed.” 

Ontario boxing lovers will hope the WBA adheres to the Standards for Internet Gaming in the coming months so they can place bets on their favourite fighters and contests.  

Not the First Time AGCO Suspended Wagers on Specific Events

The AGCO ban on bets relating to WBA matches isn’t a first-time occurrence. In 2022, the commission prohibited wagers on UFC contests over similar concerns about insider wagering. These concerns were fueled by media reports on suspicious betting activities involving the UFC.  

Former MMA coach John Krause was a primary target of these allegations. Krause, who ran an MMA betting channel on Discord before losing his coaching license, had previously mentioned that he bets on UFC matches, including those involving his fighters.  

However, media attention really focused on his betting activities after a match between Darrick Minner (coached by Krause) and Shayilan Nuerdanbieke. Hours before the contest, numerous minimum bet sportsbooks Canada had removed the clash from their website due to a suspicious increase in bets predicting Minner would lose the bout.  

Nuerdanbieke eventually won the match by knockout in the first round after 67 seconds, mainly due to a knee injury sustained by Minner moments earlier. Krause later claimed that the fighter had entered the contest nursing the wound. However, the suspicious betting patterns prior to the match resulted in investigations by numerous integrity monitors and the UFC.  

James Krause eventually lost his coaching license while the UFC suspended Minner and prohibited all fighters who continued to be coached by Krause from participating in matches. The AGCO restricted bets on all UFC fights in light of these events, although the commission revoked the decision after the MMA brand updated its policies to comply with AGCO regulations.  

The AGCO lifted the restrictions on betting activities related to the UFC in January 2023. According to the commission, it engaged with relevant stakeholders, other regulatory bodies, and the UFC to resolve the ban.  

A crucial part of the resolutions involved notable changes to UFC policies to align with AGCO standards. Some of the new policy revisions made by the MMA company include:  

  • Modifying the Athlete Conduct Policy to prevent fighters from wagering on matches
  • Extending this prohibition to athlete’s coaches and managers, handlers, athletic trainers, and other professionals affiliated with the UFC
  • Enforcing disciplinary actions against individuals who violate these regulations
  • Strengthening internal processes to closely monitor and prevent instances of insider betting  

Alongside these reviews, the UFC signed an agreement with U.S. Integrity, a sports betting monitoring company, as the official integrity partner of the MMA brand. The company will identify and analyze unusual wagering activities related to the UFC contests to help the UFC handle these cases.  

Drawing inspiration from the UFC, the WBA can collaborate with the AGCO to develop policies that prevent insider betting and match-fixing. It’s also crucial that the association shows a commitment to enforcing any disciplinary actions related to these offences.  

In addition, working with a sports betting integrity company will also help strengthen confidence that the WBA is committed to preventing insider wagering. Ontario boxing lovers will keep their fingers crossed that the WBA will take the necessary steps to enable them to place bets on boxing contests in the foreseeable future.  

Boxing is a popular sport among Ontario bettors. However, recent events have shown that WBA clashes are not free from cases of match-fixing and insider betting. While the current ban on these contests may disappoint Ontario bettors, it’s a crucial step to protect the integrity of the sports betting industry.

Largest illegal online lottery discovered: NZ man charged for offering high-end cars, boats and houses as prizes

The DIA statement confirmed the amount of revenue generated to be in the region of $11,125,466.65, making it the largest illegal lottery ever identified in New Zealand. 

Investigation by the DIA
